INFRES STORY IN LIGAO CITY |

LIGAO CITY – At least thousands of farmers in this city have expressed their happiness and sincere thanks to President Gloria Macapagal-Arroyo for the implementation of the Infrastructure for Rural Productivity Enhancement Sector project (INFRES) during a grand groundbreaking ceremony held at barangay Herrrera here yesterday. Mayor Linda P. Gonzalez said the INFRES project was finally realized after a 3-year comprehensive study. The P205 million worth project will cover the construction of at least 55 kilometers farm to market roads and 33 kilometers irrigation system in far flung and upland areas in Ligao City. "With these projects, the poor living conditions of the farmers will be improved and at the same time, the food security of the growing population shall be attained and ensured soon" Gonzalez said. Department of Agriculture Regional Dir. Jose Dayao said, the infrastructure development project will surely encourage farmers to produce more and it wouldn't be hard and costly for them anymore to transport their farm produce. Gonzalez said, the project is very timely the fact the nation is facing a rice and corn shortage crisis. Michael Allman, INFRES team leader and project management specialist said, when it comes to agricultural development, President Macapagal-Arroyo has a strong political will in the implementation of the project. "The very main objective of the INFRES is to reduce rural poverty by increasing the agricultural activity, which obviously will result soon to good income and employment generation." He stressed Farmers Jesus Borbe and Lorenzo Payoyo said the project will surely increase and boost their farm's produce and they're confident that they will overcome the looming rice and corn crises issue. The municipality of Ligao traces its history from the 16th century wherein a small settlement known as Cavasi existed. Founded as a barrio of Polangui, Ligao was annexed to Oas in 1665 when the latter was separated as a town from Polangui. The following year, Ligao became an independent municipality. The old Presidencia Building that served as the seat of the Local Government Unit was constructed in the year 1881. During the incumbency of the late Mayor Jose G. del Rosario through the pork barrels of Senators Domingo Imperial and Don Vicente Madrigal and Representative Marcial Ranola, major reconstruction of the building was undertaken. During the term of Mayor Maximino Peralta in 1977, the annex which was then known as the ABC Hall, began construction until the term of the late Mayor Francisco V. Gonzalez in 1978 wherein the latter has relocated his office in the annex which has remained as the office of the succeeding Local Chief Executive up to the present. Under Republic Act No. 9008 which was passed during the Third Regular Session of the Eleventh Congress, the City of Ligao was created. And in March 24, 2001, the Municipality of Ligao became the third component City of the Province of Albay. |
