On August 20 – 21, 2003 a consultative meeting was held at the gymnasium of the Ligao West Central School in Barangay Binatagan, City of Ligao for all the stakeholders concerned to present and discuss the sectoral goals to identify problems and generate the necessary strategies to achieve the goals. Further, on the said forum, the stakeholders were asked to identify the ten most priority projects to be implemented by the City Government to attain these goals at the soonest possible time. The said forum was supervised by representatives from the League of Cities of the Philippines.
